Roles in the Swiss data ecosystem

The Swiss data ecosystem brings together a large number of different stakeholders who are connected to each other via data spaces and all contribute to shared use of data. Cooperation between the stakeholders is based on a model that defines clear roles and assigns corresponding tasks, competences and responsibilities to these roles.

The role-based model is an important element of data ecosystem governance. It can be used in data spaces or for projects similar to data spaces. The model includes roles at both data space level and entire data ecosystem level. At data space level, stakeholders use roles so that they can collaborate within the data space and use data multiple times. Roles at this level include data providers, data users, data intermediaries and data space authorities.

At data ecosystem level, roles enable various stakeholders to collaborate across different data spaces. Roles at this level include members of the Communities of Practice (CoP) and the Swiss Data Ecosystem Contact Point. They ensure that data spaces in Switzerland develop in the same direction and that stakeholders can leverage synergies by working together.

Brief descriptions of the roles used in this model can also be found in the terminology database of the Federal Administration (TERMDAT). The database contains specialised vocabulary from various legal and administrative fields and numerous other subject areas and is accessible online.
