DTI Sector
The Federal Chancellery’s Digital Transformation and ICT Steering Sector (DTI) supports and coordinates the Federal Administration’s digital transformation activities. To this end, it works closely with the departments. It also serves as a central provider of the administration’s standard services (e.g. website, telephony, mail).
Digital transformation is a joint task. The Federal Chancellery's DTI Sector supports the digital transformation activities of the Federal Administration. However, it is the departments and the respective specialist offices that are primarily responsible. The DTI coordinates their work, sets standards, issues guidelines, provides tools and is responsible for shared services. This is done in cooperation with the departments in the Digital Transformation Council (DTC). In addition, DTI coordinates with Digital Public Services Switzerland, the State Secretariat for Security Policy SEPOS and the National Cyber Security Center NCSC.
Tasks
The tasks of the DTI are spread across four areas, which also correspond to units as shown in the organisation chart :
- Digital Switzerland: DTI identifies important digitalisation topics and relevant challenges in good time.
- Transformation und Interoperability: DTI supports the federal offices in the digitalisation process and facilitates cooperation.
- Digital Standard Services: DTI provides the Federal Administration with services such as office automation (laptops, smartphones, office programmes, etc.) centrally in the form of standard services.
- Digitalisation Services: DTI provides central services for the Federal Administration, such as controlling key projects.
Organisation
The DTI Sector forms part of the Federal Chancellery. The Delegate for Digital Transformation, Daniel Markwalder, heads the sector and is appointed by the Federal Council. The Delegate reports to the Federal Chancellor and is a member of the Federal Chancellery’s management team. Decisions on digital transformation are taken by the federal government at different levels according to the scope of the steering model.

Delegate for Digital Transformation and ICT Steering
Daniel Markwalder has headed the Federal Chancellery’s Digital Transformation and ICT Steering Sector since 1 January 2021. The Federal Council appointed him to this newly created position.
Organisation chart
The DTI Sector has around 80 employees, who are organised into four areas of responsibility: Digital Switzerland, Transformation and Interoperability, Digital Standard Services and Digitalisation Services.
Federal Digitalisation Committees
The Ordinance on Digital Services and the Digital Transformation in the Federal Administration (DigiO) establishes the legal framework for the cross-departmental organisation of the Federal Administration with regard to digital transformation and the management of information and communication technologies (ICT).
Steering model
In the digital transformation process, the federal government takes decisions at different levels depending on their scope. The competencies are shown in the steering model.
