Federal Digitalisation Committees
The Ordinance on Digital Services and the Digital Transformation in the Federal Administration (DigiO) establishes the legal framework for the cross-departmental organisation of the Federal Administration with regard to digital transformation and the management of information and communication technologies (ICT).
Federal Digital Transformation and ICT Steering Council (FDTC)
The Federal Digital Transformation and ICT Steering Council (Digital Transformation Council, FDTC) is the central advisory body to the Federal Council Delegate(s) for Digital Transformation and ICT Steering (DTI Delegate(s)). The FDTC advises the DTI Delegate(s) and administrative units on cross-departmental coordination in the areas of digital transformation and ICT governance.

- the Digital Public Services Switzerland (DPSS) officer for the Confederation and cantons
- a representative of the Conference of IT Providers (IPC)
- a representative of the State Secretariat for Security Policy (SEPOS)

- a representative of the Cyber Command, if decisions binding on the Cyber Command are being discussed.

Federal Council Delegation on Digital Transformation and ICT
The Federal Council Delegation on Digital Transformation and ICT is chaired by the FDF and includes the heads of the EAER, the FDHA and the Federal Chancellor. At the strategic level, the committee deals with digital transformation and ICT governance within the Federal Administration, as well as the implementation and further development of the Digital Switzerland strategy. It prepares Federal Council decisions in these areas. The meetings are organised with the support of Digital Switzerland (Federal Chancellery).

Federal Architecture Board
The Federal Architecture Board is the DTI Sector’s specialist body for federal architecture. By managing and developing the federal architecture, the Federal Architecture Board assumes responsibility for its quality and represents the requirements of the departments and the Federal Chancellery with regard to the federal architecture.

One named representative from
- each department and the Federal Chancellery
- the Digital Standard Services
- the four largest service providers: FOITT, ISC-FDJP, ISCeco and AFCC
- Depending on the topic, the departments and service providers may involve additional persons without voting rights.
Chair
The Head of Architecture and interoperability at the DTI Sector chairs the Board.
Federal Data Board
As an expert committee focused on data, the Federal Data Board ensures cross-departmental coordination for data governance, data management and data interoperability. It approaches its activities from the perspective of data that are most significant to the Federal Administration. In addition to coordination, the DBB promotes data-centric collaboration and further development in legal, organisational, semantic and technical matters.

- Data archiving, represented by the Swiss Federal Archives
- Data infrastructure and data storage, with the Conference of IT Service Providers (IPC) as the responsible body, represented by the Federal Office of Information Technology, Systems and Telecommunication
- Swiss data ecosystem, represented alternately by the Federal Office of Communications, the FDFA Directorate of International Law, the Federal Chancellery and the Federal Statistical Office (FSO)
- Data protection, represented by the General Secretariat of the Federal Department of Justice and Police
- Data science, represented by the FSO
- Geoinformation, with the Federal Coordinating Agency for Geoinformation (GCG) as the responsible body, represented by the Federal Office of Topography swisstopo
- Business administration, represented by the Federal Chancellery
- Information security, represented by the State Secretariat for Security Policy
- National Data Management, represented by the FSO
- Open Government Data, represented by the FSO
- Register data / master data, represented by the Federal Chancellery
- Statistics, represented by the FSO

The DTI Sector and the GS-FDHA co-chair the committee.
Standard Services Steering Committee
The Standard Services Steering Committee is the advisory and technical body of the DTI Sector for all federal ICT standard services. The Standard Services Steering Committee is consulted on matters such as requirements management and the joint design of the standard services catalogue, the planning and procurement of ICT standard services projects, and the release planning of ICT standard service components.
Composition
The Standard Services Steering Committee consists of
- one representative from each department and the Federal Chancellery
- one representative from each of the internal service providers responsible for operating an ICT standard service.
- one (application) manager per standard service appointed by the DTI Sector

The chair is held by the Head of Standard Services (DTI).
Conference of IT Service Providers (IPC)
The IT Providers’ Conference (IPC) is the coordinating body for internal service providers (Art. 32 DigiO). It monitors technological developments and initiates projects that promote the adoption of technological innovations. It also coordinates the provision of ICT services, specifically by ensuring the technical and operational harmonisation of interfaces and the management of configurations and versions.
Composition
- The IPC is consists of one representative each from the internal service providers of the departments and the DTI Sector of the Federal Chancellery.
Digital Public Services Switzerland
The coordination and strategic management of the digitisation activities of the federal government, cantons and communes is carried out by Digital Public Services Switzerland (DPSS). The DTI Sector of the Federal Chancellery is represented on the following committees, among others:
- Political Management Committee
The DPSS Political Management Committee is responsible for developing the strategy and achieving the goals set forth therein. The Federal Chancellor attends the meetings of the Political Management Committee as an observer.
- Operational Management Committee
The DPSS's Operational Management Committee coordinates the implementation of the strategy and is responsible for developing the implementation plan. The DTI Delegate serves on the Operational Management Committee as the representative of the federal government.
- Assembly of Delegates
The DPSS Assembly of Delegates ensures the technical involvement of the participating local authorities and partners and represents their needs. The delegates come from all three levels of government (federal, cantonal and communal). The federal government is entitled to no more than half of the total number of delegate seats held by the cantons and communes. Representatives from the DTI Sector also participate in the Assembly of Delegates. The DTI Delegate and the federal e-government coordinator are ex officio members of the Assembly of Delegates.
- DPSS Working Groups
The Operational Management Committee or the representative may establish working groups as needed. The working groups address specific topics within the scope of the DPSS's mandate. Experts from the DTI Sector of the Federal Chancellery participate in the various working groups. The Architecture Working Group is co-chaired by DTI and the DPSS Secretariat.
