Use of AI systems within the Federal Administration
The Federal Administration has established an AI strategy for the Federal Administration. The strategy is designed to enable the Federal Administration to develop AI skills, find new solutions and optimise its processes. The Federal Chancellery has drawn up an implementation plan comprising eight measures. The strategy is being put into practice within the framework of the Competence Network for Artificial Intelligence.
Federal AI Strategy
The strategy for the use of AI systems within the Federal Administration sets out the key parameters for supporting the digital transformation of the Federal Administration through the use of artificial intelligence (AI) systems. The strategy applies to all AI systems used within the Federal Administration, regardless of the specific AI technology used or the purpose it serves. It is also intended to encourage coordination of AI-related work and activities within the administration.
- Developing skills: The Federal Administration has the necessary skills and knowledge to design its use of AI systems competently, in lockstep with technological developments and on an equal footing with partners.
- Earning trust: The Federal Administration uses rules, practices, processes and technical and non-technical tools to ensure that its use of AI systems aligns with its values and legal and ethical requirements. Use of AI is regulated and monitored. The Federal Administration uses AI systems in the public interest and takes measures to combat potential negative consequences for society, democracy and the rule of law.
- Increasing efficiency: The Federal Administration aims to achieve long-term cost and time savings by using AI systems. It focuses on structured processes and standard services that are efficient to use and can be scaled easily. In the long term, this will lessen the administrative workload for the Federal Administration’s employees and partners, the general public and businesses, strengthening their resilience.
Guidelines and factsheets
Practical tools help staff use AI within the Federal Administration. General AI guidelines provide a broad frame of reference, while factsheets on generative AI tools and large language models help employees in their day-to-day work. As a general rule, employees of the Federal Administration may (and are encouraged to) use AI systems. However, existing requirements – particularly those relating to information security and data protection – must be complied with at all times, and responsibility for any content generated remains with the human user.
