In order to provide specific services for ICT projects, the DTI Sector has organised various WTO procedures. Their quotas are open to all offices in the central Federal Administration.

The bundling of ICT procurements ensures cost-effectiveness. The costs of organising and carrying out separate procurements for similar products are saved. High administrative costs are minimised by using digital processes and simple, efficient and user-friendly applications.

The tasks are regulated as follows in the Ordinance on the Organisation of Federal Public Procurement (Art. 7 para. 3 OPPO):

The Digital Transformation and ICT Steering Sector of the Federal Chancellery encourages and provides support for bundling the procurement of information and communication technology (ICT) products and services in consultation with the relevant central procurement office.

DTI offers the web-based Mini-Tender Management (MTM) service to contracting authorities (procurement offices, project managers) within the central Federal Administration, as well as to successful tenderers (suppliers), to ensure the optimal processing of procurements under framework agreements.

• What are mini-tender calls?

  At the superordinate level are the framework contracts or agreements from award procedures that have been concluded with the successful bidders. The call process is a follow-up process to the framework agreement under contract law (Code of Obligations) and is not part of public procurement law (Public Procurement Act, PPA). The framework agreement does not actually require a bidder to provide any specific services. Only the conditions (framework conditions, prices and volumes) are defined for future service procurements, which take place over a specified period.   Mini-Tender Management – or MTM for short – is a web-based solution which ensures that services under federal framework contracts can be procured easily and digitally.

  With the MTM application, procurers have access to templates and can check the information they enter online.

  The relevant framework contracts and helpful information on service procurement are available on minitender.info, the website of the Service for IT in Public Procurement. The successful bidders for framework contracts are published on Simap.

  The successful bidders then compete in a mini-tender procedure for contracts for project-specific services in their respective service categories.

  Public-sector procurers and successful private-sector bidders access the web-based MTM using an authorised log-in procedure.

  All steps are carried out electronically and exclusively in MTM, from entering the procurement requirements to awarding the contract. The successful framework-contract bidders confirm their participation and submit their tenders online.

  A Swiss Tier IV data centre ensures that the platform is run securely and reliably. This means that data is stored only in Switzerland and exclusively under Swiss law.

  The data centre is certified with the MyClimate label, an environmental label for particularly climate-friendly products and services. MTM makes public procurement easier for all participants and speeds up the entire process.
