As the central procurement agency of the federal government, the FOBL has concluded a framework agreement with Swisscom (Switzerland) AG for the use of the Swiss Trust Room (STR) by the central and decentralised Federal Administration. The STR is a virtual data room with separate encryption for each user group, offering data storage, data transmission, and qualified signature services for the exchange of confidential information.
The specific contracts are processed electronically and sent directly to the successful bidder (without a competition procedure).
In its meeting on 30 June 2021, the Federal Council adopted the report entitled « E-signature for documents internal to the Federal Administration » in fulfilment of the Dobler Postulate 18.3502 of 12 June 2018.
