What might Switzerland look like in 15 years’ time? What opportunities and challenges does the country face? What strategic objectives and priorities should be set for the next term of parliament? The Federal Council entrusts the Federal Chancellery with the task of dealing with these questions. The Chancellery monitors the developments, issues and trends that will have an impact on future federal policy and identifies where action is potentially needed. Based on its findings, the Federal Chancellery oversees the drafting of the Federal Council’s four-year legislative programme. This sets out the guidelines, objectives and measures of government policy. It allows the Federal Council’s annual targets to be defined in detail and the relevant measures to be implemented. In addition, the Federal Chancellery coordinates the preparation of the annual report. In it, the Chancellery gives an account of the Federal Council’s activities during the reporting year and of the progress made towards achieving its objectives.
