Data and information management

Data is the raw material of digitalisation. Comprehensive data and information management in the Federal Administration will maximise the benefits for administration, the business and science sectors, and the public. The capability framework for data and information management lays the groundwork for this and emphasises the importance of a flexible, dialogue-oriented approach that takes account of international standards.

The more data and information is accessible in a standardised and structured form, the greater the benefit for the Federal Administration, the business and science sectors, and the public. To maximise this benefit, the Federal Administration plans to establish a comprehensive data and information management system. 

Data and information

Data is facts relating to individual issues, such as the proportion of women in IT. Information is created when data provides an answer to a specific question. For example, the proportion of women in IT has remained consistently low in recent years. 

Purpose

The aim is to enable the Federal Administration to use data as a strategic resource, move away from segregated data storage and promote efficient data sharing and networking. Effective data and information management lays the groundwork for achieving this goal.

Capability framework

The Federal Administration must develop the necessary capabilities for handling data and information. Capabilities in this field include leveraging data sources, preparing and processing data, and creating data-based products. The capability framework defines these capabilities, providing a basis for additional resources that will support administrative units during implementation. The framework is aimed at data and information management controllers within the Federal Administration and is to be seen as a recommendation. 

The results are recorded in a main document and two appendices – a detailed description and a glossary. Administrative units can also access a maturity check provided as an Excel tool. This enables them to assess what action they need to take in relation to data and information management. Further resources will follow.

Local Data Stewards

Local data stewards are the people who serve as a data steward for a federal organisation (e.g. a federal office). The term ‘local’ reflects the fact that local data stewards represent their respective ‘local’ organisations within the Swiss data ecosystem. A local data steward oversees an organisation’s data assets and coordinates the exchange of data between internal and external stakeholders.
