Legal basis

The conditions for carrying out e-voting trials are regulated by the Federal Act on Political Rights (Art. 8a), the Ordinance on Political Rights (Art. 27a ff. PoRO) and the Federal Chancellery Ordinance on Electronic Voting.

Adaptation of the legal provisions

The provisions in the PoRO on casting votes electronically have been revised. Between April and July a consultation was held to do this. Additionally, the Federal Chancellery worked on its own ordinance on e-voting (VEleS). This was under discussion from May to July.

List of requirements

In consultation with the e-voting working group, which consists of representatives of federal offices and the cantons, the Federal Chancellery has developed a binding list of requirements for carrying out e-voting trials. These are used for the codification of the legal principles. There are currently three lists of requirements:
